The Swiss Center for Secondary Education (ZEM CES) operates as a competence center of the conferences of the cantonal directors of education EDK.

It addresses the quality development of secondary schools in the field of general education and conducts external school evaluations on behalf of cantons and schools.

Kathrin Frey has been working as an external school evaluator on behalf of ZEM CES since 2019. Each year, she evaluates 1-2 high schools, specialized middle schools and/or vocational schools in different Swiss cantons together with a broad evaluation team.

The realized evaluations serve the schools for learning, as input into school development and for accountability at the same time.

Begleitung des Austauschprozesses «Gemeinden 2030»

2017 hat der Kanton Zürich die Plattform «Gemeinden 2030» für einen ergebnisoffenen Austausch zur Zukunft der Zürcher Gemeinden initiiert. Die Plattform richtet sich an die Politik (Exekutive) und die Verwaltung. Im Rahmen von verschiedenen physischen und virtuellen Veranstaltungen denken Vertreterinnen und Vertreter der Gemeinden und des Kantons Zürich über die Zukunft der Gemeinden nach. Gemeinsam definieren sie diejenigen Themen, die prioritär anzugehen sind, um die Gemeinden für das Jahr 2030 und darüber hinaus zu stärken. Derzeit befassen sich drei Arbeitsgruppen mit den Themen «Zusammenarbeit verbessern», «Fachkräftemangel bewältigen» und «Wachstum gestalten». Seit 2022 ist zudem der Zürcher Klimadialog Teil von Gemeinden 2030.

Der Kanton Zürich hat KEK – CDC, Dr. Kathrin Frey, beauftragt, diesen Austausch- und Zusammenarbeitsprozess als externe Projektleiterin mitzugestalten und zu moderieren.

Die bisherigen Ergebnisse des Austauschprozesses in den Jahren 2017 bis 2022 sind durch einen Film und eine Broschüre dokumentiert. Als konkretes Ergebnis kann beispielsweise die Behördeninitiative für eine zeitgemässe dezentrale Organisation des Kantons Zürich genannt werden, welche 2021 sechs Gemeinden im Kantonsrat eingereicht haben.

Zur Sammlung der Erfahrungen der Teilnehmenden am Prozess und zur Einschätzung, was verbessert werden könnte, hat KEK – CDC 2022 eine Online-Befragung der Teilnehmenden von Gemeinden 2030 durchgeführt. Die Befragungsergebnisse dienten der Steuergruppe von Gemeinden 2030 als Entscheidungsgrundlage für die Fortführung und Weiterentwicklung von Gemeinden 2030.

Évaluation de la politique publique Restauration Collective Durable I et II de la Ville de Lausanne

La Ville de Lausanne a instauré une politique publique de restauration collective durable (RCD) et adopté le Plan RCD I en 2014. Sur la base des résultats, le Plan fut prolongé par l’adoption du Plan RCD II pour la période 2021-2023. La Ville de Lausanne (Direction du logement, de l’environnement et de l’architecture et Direction de l’enfance, de la jeunesse et des quartiers) a mandaté KEK – CDC pour mener une évaluation externe des Plans RCD I et II pour affiner et appuyer la formulation d’un Plan RCD III.

L’évaluation vise à analyser la cohérence, l’efficacité et la pérennité des Plans RCD I et II, selon quatre volets d’évaluation, à savoir la conception et la logique du changement des Plans RCD I et II, les complémentarités et synergies avec d’autres politiques publiques de la Ville de Lausanne, les atteintes des changements de comportements, des objectifs directs et des effets escomptés sur les bénéficiaires et la gouvernance et gestion de projet et des ressources.

Une cartographie des acteurs et une brève analyse du système de la restauration collective en Ville de Lausanne ont permis de définir les contours du sujet de l’évaluation et de cibler les acteurs à consulter. L’évaluation, basée sur une combinaison de méthodes de recueil de données et des groupes d’intérêt, a permis de toucher aux différentes dimensions de cette évaluation, de couvrir diverses perspectives et de trianguler les données et informations. Au total 46 personnes ont été consultées par le biais d’entretiens individuels, à deux ou à trois, et de groupe, dont des acteurs au niveau de la Ville de Lausanne, des cuisines en gestion directe, des cuisines en gestion concédée, des producteurs et fournisseurs, des personnes au niveau de l’État de Vaud et des partenaires de la Ville de Lausanne sur cette thématique. Une proposition de modélisation de la logique des changements a été élaborée et utilisée pour analyser la cohérence du Plan RCD.

Sur la base des résultats et des conclusions de cette évaluation, l’équipe d’évaluation a proposé des recommandations à la Ville de Lausanne afin de guider les réflexions pour un Plan RCD III. Les recommandations sont structurées pour soutenir la conception stratégique du Plan RCD III, la définition de sa gouvernance et gestion et l’optimisation d’aspects opérationnels. Elles visent à capitaliser sur les réalisations et les apprentissages des Plans RCD I et II afin de maintenir la position de précurseur de la Ville de Lausanne en matière de restauration collective durable.

Project planning: Strong businesses and communities for Moldova

The Republic of Moldova is one of the poorest countries in Europe. More than a quarter of the population lives below the absolute poverty line. The population has been shrinking drastically since 1992 as more and more young people seek prospects in Western Europe. In addition, there are widening regional disparities and a pronounced development gap between urban and rural communities. While the reform government elected in 2021 is pushing ahead with the process of rapprochement with the EU, the country is strongly marked by the consequences of the Russian attack on Ukraine.

KEK - CDC in collaboration with an interdisciplinary team has planned a new project on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to create socio-economic perspectives for the Moldovan population. The project, financed by the German Federal Government, the EU and Switzerland, will on the one hand promote the citizen-oriented provision of basic services in rural communities and participatory and integrated urban development, and on the other hand contribute to the creation of new jobs in the Republic of Moldova through an interplay of improved vocational training, local economic development and investment promotion. A particular focus was put on the economic integration of disadvantaged population groups, especially Roma and Romnja.

As team leader, Roman Troxler coordinated the work of the five-member interdisciplinary review team in the field and was responsible for drafting the project documents for the German Federal Ministry for Economic Cooperation and Development (BMZ) on the one hand and for the Swiss Agency for Development and Cooperation (SDC) on the other. Evaluation of the Intercultural Cities (ICC) programme of the Council of Europe

The Intercultural Cities (ICC) programme, implemented by the Council of Europe (CoE) since 2008, is a capacity-building programme that aims to support public authorities across Europe and beyond (156 member cities as of mid-2022) to devise integration and diversity management strategies, based on the mixing and interaction between people from different ethnic, religious and linguistic backgrounds, turning diversity into a steppingstone. In view of the continued growth of the ICC programme, the evolution of the intercultural integration concept, and the need to incorporate a multilevel governance dimension, the ICC Unit launched an evaluation with an emphasis on identifying areas for enhancement and fine-tuning of the programme.

The Council of Europe mandated KEK – CDC and Evalutility to conduct the evaluation of the ICC programme’s services and tools covering the period 2016 to 2022. The evaluation aims to assess the added value of the ICC programme and its services and tools as well as the programme’s influence on city policies and practices, including the sustainability of changes. The evaluation is formative and intended to be used by the ICC Unit in improving the programme.

The evaluation is based on extensive desk research and secondary quantitative data analysis of the ICC programme, semi-structured interviews with key stakeholders at the CoE, ICC member cities, ICC national networks, civil society organisations and partner organisations, and a survey of ICC member cities.

The evaluation report, based on findings and conclusions, proposes six strategic recommendations and another 13 operational recommendations to the ICC Unit aimed at further improving and refining the ICC programme. These were presented during the ICC coordinators’ international meeting in Reggio Emilia, Italy in November 2022.

The outcome of this evaluation has prompted the ICC Team to take concrete steps in line with one of the primary recommendations (Link to the ICC’s management response): the establishment of an Advisory Group. In August 2023, the newly formed Advisory Group convened its inaugural meeting to deliberate on the initial set of evaluation recommendations. The discussions held during this session are expected to continue in the next scheduled meeting in November. The Advisory Group is poised to serve as a crucial conduit for strategic and operational counsel, thereby empowering member cities with a more influential role in the program's governance.

Study for the Design of an Urban Transformation Project Sarajevo (Reactivate Sarajevo)

Sarajevo is facing a key moment in its trajectory of urban growth and is in urgent need of innovative, integrated and sustainable approaches to urban development.

Engaged in Sarajevo since late 2014, ETHZ has worked to establish a broader network of partners and knowledge on urban development across the Western Balkans. The planned Urban Transformation Project Sarajevo (UTPS) builds on the past activities of ETHZ’s After the Scoping Study of ETHZ, SECO mandated KEK - CDC and ENOVA to support in the elaboration of a sound and comprehensive project document.

The study included a stakeholder analysis and reviewed the overall project relevance, its components, their intervention logic and approach. The support contributed to a clarification of the outputs and roles of the various stakeholders and emphasised measures to enhance capacity development and policy dialogue. The final report can be found here.

As a subsequent mandate and based on the study findings, KEK – CDC coordinated the inception phase of the UTPS, working closely with Swiss and Bosnian partners such as ETHZ, Urbaplan, City of Zurich, ENOVA, and the Institute for Planning of Development in the Canton of Sarajevo.

Evaluation of the 2016-2023 multi-annual programme of the New Regional Policy

The New Regional Policy (NRP), which came into force in 2008, foresees for the federal government and the cantons to support mountain regions, other rural areas and border regions in their regional economic development. In 2016, the NRP entered its second eight-year funding period and since then has increasingly focused on two funding priorities: Industry and Tourism.

KEK – CDC, in consortium with the Institute for Systemic Management and Public Governance of the University of St.Gallen (IMP-HSG) and the communication office sags, was mandated to evaluate the first five years of the NRP multi-year programme 2016-2023. The main objectives of the evaluation were to analyse and assess the conception and implementation of the programme, and to incorporate the findings into the design of the new multi-annual programme 2024-2030.

A wide range of qualitative and quantitative methods were used for the evaluation. Existing documentation was consulted, such as the Federal Law on Regional Policy, progress reports of the implementation programmes and various partial evaluations and studies. Primary data was collected through semi-structured interviews, focus groups with NRP implementing agencies, an expert panel and an online survey. Five cantonal case studies (AI, FR, GR, JU and VS) were selected to collect specific data and to analyse differences between cantons. The impact model was also revised as a basis for the theory-based evaluation. As the evaluation was conceived as a learning process, a physical learning event was held in August 2021 with participating federal offices and NRP implementing agencies, the results of which were incorporated into the report.

Aligned with the objectives stated in the Swiss Cooperation Strategy Egypt 2017 – 2020, the Swiss Agency for Development and Cooperation (SDC) is contributing to inclusive sustainable economic growth and employment by supporting a project on Inclusive Green Growth in Egypt (IGGE) implemented by UNIDO and steered by the Swiss Office for International Cooperation in Egypt (OIC).

KEK - CDC (in cooperation with mesopartner) works as strategical and technical backstopper to assist UNIDO in setting-up the project and implementation. Hereby, KEK -CDC provides advisory support in the field of value chain and market systems development, labour market integration and disaster risk reduction. Accompagnement stratégique d’une ferme communautaire dans les Alpes françaises

La Ferme de Sainte Luce, établie en 2001 dans les Alpes françaises, est une ferme communautaire florissante. Ce qui a commencé comme un petit groupe d'amis est devenu aujourd'hui une équipe dynamique de plus de vingt collaborateur.trice.s, travaillant exclusivement en agriculture biologique. Certains membres fondateurs approchant la retraite, l'équipe de la ferme a pris la décision de préparer cette transition en redéfinissant la raison d'être et le statut de leur association. C'est dans cette optique qu'ils ont fait appel à KEK – CDC pour les accompagner.

Lors d'une journée entièrement dédiée à cette réflexion, les collaborateur.trice.s de la ferme se sont rassemblé.e.s pour un atelier collaboratif et participatif. Ensemble, il.elle.s ont partagé leur vision de la ferme, les valeurs qui leur tiennent à cœur et la direction qu'il.elle.s souhaitent voir prendre à l'avenir. La question de la gouvernance et du processus décisionnel a également été abordée lors de cet atelier. Avec l'utilisation d'outils tels que la spéculation positive, des exercices de visualisation, la gestion par consentement et les théories organisationnelles d'Eric Berne, l'équipe de la Ferme de Sainte Luce a pu redéfinir avec clarté sa raison d'être, exprimée désormais à travers trois phrases clés qui se retrouvent sur leur site web, reflétant ainsi leur engagement profond envers leur projet.

End of Phase Evaluation of the Project “Promotion of Sustainable Economic Development in Jalal-Abad province", (Kyrgyzstan)

Since 2016, the Swiss Agency for Development and Cooperation (SDC) contributes to the Sustainable Economic Development project (phase 1) in the Jalal-Abad province of Kyrgyzstan, which is part of a country-wide programme implemented by the Gesellschaft für Internationale Zusammenarbeit (GIZ).

The Swiss funded project implemented by GIZ engages existing service providers while setting-up new and solid structures in better organizing farmers in two specific value chains: vegetable production in Burgondu and dried plum production using an organic certification scheme in Jerge-Tal in Southern Kyrgyzstan.

In 2019, KEK-CDC was mandated by the Swiss Embassy in Bishkek and conducted an evaluation to assess achievements of the project goals and outcomes in terms of efficiency, effectiveness, relevance, impact and sustainability in line with the OECD/DAC guidelines.

The evaluation report finally provides Swiss development cooperation with an external assessment of the project and some key recommendations for a possible second phase.

Facilitation of Regional Workshop on Integrated Biodiversity Management for GIZ (South Caucasus)

The biodiversity of the Caucasus is of global importance. Therefore, the Gesellschaft für Internationale Zusammenarbeit (GIZ) implemented between 2015 and 2019 a programme on Integrated Biodiversity Management (IBiS).

As the programme ended in 2019 and the new programme “Natural resource management and safeguarding of ecosystem services for sustainable rural development” ECOserve Project takes on, GIZ commissioned KEK - CDC to design and implement the annual workshop, uniting the IBiS-teams of the three countries with around 50 participants. Goal of the workshop was the identification of success stories, failures and lessons learnt during the implementation phase of IBiS programme.

The lively exchange of the collaborators and the critical reflection on the achievements by the 3 country teams contributed to setting-up the operation of the succeeding ECOserve programme, as well as to the end-of-phase reporting to the German development cooperation.

Coaching zum Aufbau einer Struktur zum Rahmenkredit «Migration»

Zahlreiche europäische Staaten stehen bei der Bewältigung der Migrationsbewegungen vor grossen Herausforderungen.

Der 2. Erweiterungsbeitrag der Schweiz für die Neuen EU-Mitgliedstaaten beinhaltet einen Rahmenkredit «Migration», welcher dazu beitragen soll, das Migrationsmanagement in ausgewählten EU-Mitgliedstaaten zu stärken. Das Staatssekretariat für Migration SEM hat KEK-CDC damit beauftragt, das interne Projektteam zu coachen, damit für die Umsetzung des Rahmenkredits geeignete Strukturen und Abläufe geschaffen sind.

KEK - CDC hat das SEM durch den Aufbau einer internen Projektstruktur für die Verwaltung des künftigen Rahmenkredits unterstützt. Das Coaching befähigte das SEM, die Prozesse, Kriterien und Instrumente für die Umsetzung des Kredits klar zu strukturieren und mögliche Probleme im Programmzyklus zu identifizieren und im Reglement mit Gegenmassnahmen zu beheben oder mindestens abzufedern.

Mapping der schweizerischen Akteure im Bereich Migration und Integration für DEZA und SEM

Die Schweiz beabsichtigt, nach den positiven Erfahrungen des sogenannten Erweiterungsbeitrags, einen zweiten Beitrag an die EU zu Gunsten der ab 2004 zur EU gestossenen Länder zu finanzieren. Migration und Integration sind dabei gemäss der Botschaft des Bundesrats zum Kredit wichtige zu bearbeitende Themenfelder. Der zweite Beitrag soll überdies die Schweizer Expertise aktiv einbinden.

Zu diesem Zweck hat die DEZA KEK CDC damit beauftragt, ein Mapping der Schweizer Akteure im Bereich Migration und Integration zu machen und Sondierungsgespräche mit zentralen Akteuren zu führen.

Auf der Basis des Mappings kann die DEZA die sSchweizerische Expertise in diesem Feld bereits in der Vorbereitung des zweiten Beitrags gezielt aktivieren und einbinden; dazu ist, angeregt durch das Mapping, eine Begleitgruppe installiert worden.

Backstopping of regional development projects in the new EU states of Eastern Europe ("enlargement contribution")

Mit dem Erweiterungsbeitrag beteiligte sich die Schweiz am Abbau der wirtschaftlichen und sozialen Ungleichheiten in der erweiterten EU. Empfänger sind die zehn Staaten, die am 1. Mai 2004 der Europäischen Union beigetreten sind: die ehemals kommunistischen Länder Mitteleuropas (Polen, Ungarn, Tschechien, Slowakei, Slowenien) und des Baltikums (Estland, Lettland, Litauen) sowie Malta und Zypern.

Die Umsetzung des Erweiterungsbeitrags innerhalb der verfügbaren Zeit war eine Herausforderung sowohl für die Partnerländer wie auch die Schweiz. Aus diesem Grund hat die DEZA die Expertise von KEK - CDC beigezogen. Ziel war es, die diversen Regionalentwicklungsprojekte während der Projektidentifikation und -genehmigung sowie in der Projektumsetzung und -evaluation zu unterstützen.

KEK - CDC mobilisierte ein Netzwerk von 15 Regionalentwicklungsspezialisten in der Schweiz und vor Ort, mit denen die Planung, Durchführung und Erfahrungskapitalisierung von rund 20 Regionalentwicklungsprojekten in der Tschechischen Republik, Ungarn, Polen und der Slowakei unterstützt wurde. Ein Schlussreview in Polen bilanzierte, dass die Projekte im Bereich Tourismus und bei landwirtschaftlichen Wertschöpfungsketten positive wirtschaftliche und institutionelle Impulse auf lokaler Ebene auslösten, und zwar komplementär zu den grossen EU finanzierten Regionalprogrammen.

Audit Subventionsvergaben der Abteilung Menschliche Sicherheit (AMS/EDA)

Die Abteilung Menschliche Sicherheit (AMS) ist Teil des Eidgenössischen Departementes für auswärtige Angelegenheiten (EDA) und für die Förderung des Friedens und der Menschenrechte zuständig und ist weltweit in diversen Konfliktgebieten u.a. in der Konfliktprävention und -mediation tätig.

Die Eidgenössische Finanzkontrolle (EFK) hat KEK-CDC beauftragt, einen Audit über die Vergabepraxis von Unterstützungsbeiträgen und Aufträgen durchzuführen. Der Audit hatte zum Zweck, die Prozesse, Instrumente und Ressourcen der verschiedenen Massnahmen zur Förderung des Friedens und der menschlichen Sicherheit zwischen 2012 und 2017 bezüglich ihrer Effizienz und Effektivität zu bewerten. Insgesamt hat die AMS in dieser Periode zur Förderung des Friedens und der menschlichen Sicherheit 2'407 Verträge mit einem Finanzvolumen von CHF 297,8 Mio. abgeschlossen.

In der Analyse ging es insbesondere darum, die Vergabepraxis von Dienstleistungsaufträgen, Projektbeiträgen sowie Kernbeiträgen an Organisationen zu analysieren. Darüber hinaus wurden die Koordination innerhalb der AMS, mit anderen Bundesämtern und mit anderen Gebern sowie der intrainstitutionelle Wissenstransfer analysiert und bewertet.

Der Bericht empfahl die Evaluations- und Controllingpraxis der Projekte zu verstärken. Er folgerte auch, dass grössere Projekte dem Ziel einer effizienteren Umsetzung nicht dienlich wären, weil die AMS Projekte in fragilen Kontexten sowieso schon grossen politische Risiken ausgesetzt sind und eher der Vertrauensbildung dienen.
